Right-click on ShooterGame (or ShooterGame.exe) and while holding the right mouse button, drag over on to the windows desktop and let go, and it should give you an option to "Create Shortcut Here". However this is a little annoying to go through every time, so click the top of the explorer window, grab it and pull it out to make it not-maximized. Now that you made it this far, you can just double-click on Shootergame.exe and run the game without updating! If you have windows explorer set to show file extensions, these should all be *.exe files.

What this does, is it completely disables the automatic update function of steam. So I tell steam, only auto update between 7am and 12pm. For me I sleep at 6am, computers off by 5:45am, and I wake up at 1pm.
Then check the check box for "Only auto-update games between:" And pick a time when your computer is normally offline. Then go down and click on "Downloads" on the left. Go in to the main window of your steam client. First off, I'm assuming that you turn off your computer when you sleep or go to work, or at least turn it off during some point of the day of at least 1 hour.
